In <a href="http://www.eve-online.com/"><em>EVE Online</em></a>'s early years, one of its core design philosophies was adherence to a strict risk vs. reward balance scheme. There were riches out there to be found, but to get them, you had to put yourself in the firing line. Police ships patrolled high-security space to keep players safe from piracy, but the only resources available there were low-bounty frigate NPCs and inexpensive ores like Veldspar, Scordite and Omber. In the lawless far-reaches of nullsec, huge NPC bounties and rare ores containing Megacyte and Zydrine tempted hundreds of pilots to head out and make their fortunes.<br />
<br />
Nullsec offered absolutely no protection against player attacks, and the only safety to be found was in sheer military force. The biggest and best corporations hoarded these gold mines for themselves, locking down the few entrances into the regions and patrolling the skies <a href="http://massively.joystiq.com/2010/05/30/eve-evolved-ratting-part-2-flying-safe/">for unwanted visitors</a>. Low-security space offered a middle-ground between these two extremes, a place where the everyday pilot could enjoy increased income and pirates were easier to spot. At some time in the past nine years, lowsec lost its place in the game and became simply not worth the effort. But how did that happen, and what can be done to fix it?<br />

One of the most common things I hear from people who don't play <a href="http://www.eve-online.com"><em>EVE Online</em></a> is that they don't like the game itself but they absolutely love the stories that come out of it. There's something inherently brutal and visceral about the stories players act out every day in <a href="http://massively.joystiq.com/category/eve-online/"><em>EVE</em></a>'s colossal sandbox. Tales of <a href="http://massively.joystiq.com/2010/09/11/eve-online-player-steals-45-000-worth-of-isk-in-massive-investm/">high-profile thefts</a> and political intrigue occasionally creep into the media and grab our attention, but stories of that sort are a lot more common than you'd think. Last year, we told <a href="http://massively.joystiq.com/2010/09/12/eve-evolved-death-of-an-industrialist/">one such story</a> of a player's descent into criminality and revenge taken too far. In last week's <a href="http://massively.joystiq.com/category/eve-evolved/">EVE Evolved</a>, I began to tell the true tale of that same player in <a href="http://massively.joystiq.com/2011/04/10/eve-evolved-the-great-wormhole-heist-part-1/">one of his biggest heists to date</a>. <strong>A matter of time</strong><br />

Having discovered an opportunity for theft much greater than expected, Scott recognised that he would need help to pull off a successful heist. With the <a href="http://www.massively.com/2009/07/19/eve-evolved-untangling-the-mystery-of-the-sleepers/">wormhole corporation</a>'s assets within Scott's reach, a sense of urgency began to overtake him. Based on discussions with his new corp members, he knew that the group's wormhole tenancy had just begun and that they were still in the process of clearing the starbase up following a frantic move-in. This explained the secure containers littering space -- a temporary measure to be used until an adequate hangar permission scheme could be created.<br />

Several years ago, <a href="http://www.eve-online.com"><em>EVE Online</em></a>'s Community Manager <a href="http://www.massively.com/tag/CCP-Wrangler">CCP Wrangler</a> made a statement that I felt really crystalised the sentiment behind the game. He said that <em>"</em><a href="http://massively.joystiq.com/category/eve-online/">EVE</a><em> isn't designed to just look like a cold, dark and harsh world; it's designed to be a cold, dark and harsh world."</em> Although most of us are content to indulge ourselves in PvP, market games and other traditional modes of gameplay, a criminal underworld runs beneath that innocuous surface. A significant few <a href="http://massively.joystiq.com/2010/08/08/eve-evolved-outlaws-of-eve/">carve their own illicit destinies</a> from the void, stealing and cheating their way to the top.<br />
<br />
Whether these space-faring cyber-criminals are in it for fame and riches, political influence, or their own personal goals, the stories of their actions in <em>EVE</em>'s colossal sandbox never fail to grip us. High-profile thefts like the <a href="http://eve.klaki.net/heist/">Guiding Hand Social Club heist</a> of 2005, the <a href="http://massively.joystiq.com/2009/08/26/eve-online-player-run-bank-1-2-trillion-isk-in-the-red-freezes/">closure of EBank</a>, and last year's <a href="http://massively.joystiq.com/2010/09/11/eve-online-player-steals-45-000-worth-of-isk-in-massive-investm/">Titans4U scandal</a> have been made very public, and smaller-scale crimes occur every day in New Eden. Last year, <a href="http://massively.joystiq.com/2010/09/12/eve-evolved-death-of-an-industrialist/">we brought you the true tale</a> of one player's revenge taken too far -- a story of corporate infiltration, social deception and utter destruction. Although this was Scott's first foray into criminality, it was most certainly not his last. The events in this week's story are true, but the names of the players and corporations involved have been changed.<br />

<a href="http://www.eve-online.com"><em> EVE Online</em></a>'s Community Manager CCP Wrangler once said that <em>"EVE isn't designed to just look like a cold, dark and harsh world; it's designed to be a cold, dark and harsh world."</em> That sentiment sums up the core philosophy behind the game, which permits such nefarious gameplay styles as thief, <a href="http://massively.joystiq.com/2008/09/24/outlaws-of-eve-online-masudi/">smuggler</a>, scam-artist, <a href="http://massively.joystiq.com/2008/11/09/eve-evolved-pvp-masterclass-the-dark-side/">pirate</a> and <a href="http://massively.joystiq.com/2009/06/14/eve-evolved-eves-economic-underworld/">market manipulator</a>. Underhanded deals go on every day in <a href="http://massively.joystiq.com/category/eve-online/"><em>EVE</em></a>, with <a href="http://massively.joystiq.com/2009/02/16/eve-evolved-mercenaries-the-hired-goons-of-eve/">bounty hunters</a> hired to ruin someone's day and <a href="http://massively.joystiq.com/2009/09/27/eve-evolved-corporate-infiltration-for-fun-and-profit/">spies tearing corporations apart from within</a>. Many are drawn to <em>EVE</em> because it's one of the few MMOs that allows players to embrace their darker side. The opportunity to be a real villain in a sandbox universe can be intoxicating.<br />
<br />
Perhaps more intoxicating is the notion that the presence of tangible villains affords players a rare opportunity to play the role of hero. For every pirate gang lurking at a stargate in low security space, there's an anti-pirate squad somewhere planning an attack. For every thief ready to empty their corporation's hangers, there's a security specialist weeding out spies. The true outlaws of <em>EVE</em> are people who have earned their infamy through acts of ruthlessness in their chosen field.<br />

Over the years, we've interviewed and examined some of <em>EVE</em>'s most notorious outlaws. In this article, I look back at four of <em>EVE</em>'s most wanted, how they earned their infamy, and what they're doing today.<strong><br />

While not every company will establish something structured as <a href="http://www.eveonline.com"><em>EVE Online</em></a> has with the <a href="http://massively.joystiq.com/tag/council-of-stellar-management">Council of Stellar Management</a> or (as Massively reader <a href="http://massively.joystiq.com/profile/3309802/">Se7en</a> pointed out yesterday) <a href="http://starwarsgalaxies.station.sony.com"><em>Star Wars Galaxies</em></a> has with its <a href="http://starwarsgalaxies.station.sony.com/en_US/players/content.vm?id=66959">Galactic Senate</a>, the simple fact that game developers are making efforts to allow more player input is encouraging. <a href="http://massively.joystiq.com/tag/masthead-studios">Masthead Studios</a> is a newcomer to the MMO scene with <a href="http://www.play-earthrise.com"><em>Earthrise</em></a>, a far future post-apocalyptic title, but already they're showing an interest in getting player feedback as they develop the game. The devs at <a href="http://www.mastheadstudios.com">Masthead</a> will now have a "Community Consensus" on the <a href="http://massively.joystiq.com/category/earthrise"><em>Earthrise</em></a> forums which brings up key issues with the game's design, to learn how players feel about these aspects of the title. <br /><br />It's not clear yet exactly how much input the players will really have on <em>Earthrise</em> but if the devs are willing to listen to the playerbase, we'd say this is a step in the right direction. Being an outlaw in <a href="http://massively.joystiq.com/category/eve-online"><span style="font-style: italic;">EVE Online's</span></a> setting of New Eden isn't just about prowess in combat. For some, the pull of <a href="http://massively.joystiq.com/2008/08/15/the-7-deadly-sins-of-eve-online/">New Eden's underworld</a> is all about the social fabric of the game... and how to exploit it. Deception is their greatest weapon, and paired with the endless opportunities for social engineering in <span style="font-style: italic;">EVE</span>, that weapon can be put to devastating use. Among all of the conmen and scam artists in New Eden, there's one name that conjures up more rage and misery than most others: <em>Miz Cenuij</em>. <br /><br />From the earliest days of New Eden, Miz was on the path to becoming a major antagonist in <span style="font-style: italic;">EVE</span>. This varies from country to country, but today's ruling in a Dutch court emphasizes that virtual crime is actual crime under their country's laws, regardless of whether the individuals involved are minors. Associated Press reports: <em>"These virtual goods are goods (under Dutch law) so this is theft," the court said Tuesday in a summary of its ruling. </em><br /><br />The court did not reveal the identities of the minors, but they are 15-years-old and 14-years-old, respectively. They apparently coerced a younger boy into giving them a 'virtual amulet and virtual mask' in <a href="http://www.runescape.com/"><em>RuneScape.</em></a> The offenders have both been sentenced to community service -- 200 hours for the 15-year-old, and 160 hours for the 14-year-old. <br /><br />Do you feel this is too steep a penalty for virtual extortion, or not steep enough? Should it matter if the items or currency involved are real or virtual?<br /><br /><strong>Update: It's been communicated to us by our readers in Holland that the crime in question was not, in fact, a virtual one, but involved actual violence. The victim in question, <a href="http://209.85.171.104/translate_c?hl=en&amp;sl=nl&amp;tl=en&amp;u=http://webwereld.nl/articles/53234/virtuele-diefstal-voortaan-strafbaar.html&amp;usg=ALkJrhilgJjwoA2EpGPXTeYPTmZVpGrOXQ">according to this source,</a> <em>"was kicked and threatened with a knife."</em> The original <a href="http://hosted.ap.org/dynamic/stories/E/EU_NETHERLANDS_VIRTUAL_THEFT?SITE=KVUE&amp;SECTION=HOME&amp;TEMPLATE=DEFAULT">Associated Press source omitted this detail,</a> which obviously changes the tone of the discussion below. CCP Fear stepped up to inform the player base that, yes, the devs <em>do</em> take the <a href="http://massively.joystiq.com/2008/07/21/eve-evolved-suicide-ganking-investigated/">issue of suicide ganking</a> seriously, and that they're going to take action. The proposed changes, outlined below, are <em>not</em> going into effect immediately, nor do they impact actions taken as part of Empire war declarations. However, they will be implemented with the next major update to <a href="http://massively.joystiq.com/category/eve-online"><em>EVE,</em></a> which will be<a href="http://www.eveonline.com/empyreanage"><em> Empyrean Age 1.1,</em></a> rolling out this Fall. The dev blog focuses on <a href="http://massively.joystiq.com/2008/05/26/rogue-signal-where-can-concord-hear-you-scream/">CONCORD improvements</a> and the increased consequences of suicide ganks. <br /><br />CCP Fear states: <em>"We have been looking at suicide ganking and overall security standing issues, and how these features affect the general landscape of EVE. We are not happy with the current ease of suicide ganking and the relative 'no hassle' it has become. In many cases, unsuspecting victims have no chance to escape, nor any help from CONCORD. They prey upon those who cling to the illusion of safety in an unsafe galaxy. They reject your system of values and play by their own rules. They are relentless in pursuit of their goals and completely without mercy. One notable criminal organization devoted to piracy is Veto Corp, headed by their CEO Ethan Verone, who is without a doubt one of New Eden's more notorious pirates. Under his guidance, <a href="http://www.veto-corp.com">Veto Corp</a> has been linked to numerous incidents of ransoming, hijacking, and illegal arms sales, among their many other crimes. Their modus operandi of shunning territorial control in favor of remaining fast and free ensures that Veto can conduct 'business' and hit targets anytime, and practically anywhere. We're particularly impressed by tester Ydiss, who has gone out of his way to provide feedback based on actual play experience rather than speculation and hyperbole. Through testing, some interesting features of the system have come to light, which shatter previous player assumptions and weren't spelled out in the notes.<br /><br />Many players had assumed killing an Innocent of your own level would result in Murder Points, but it doesn't. The research actually shows that you can gank players of up to two levels below you (and any amount of levels above you) without any penalty other than being temporarily flagged as Criminal. What happens when a down and out of luck thug is accidentally shipped a set of super-advanced prototype armor? Well <a href="http://www.champions-online.com/villains/ankylosaur">Ankylosaur</a> happens, actually. Although it took Paul Bressler a very long time to even learn how to properly say "Ankylosaur" he's still a terrible force to be reckoned with when operating the suit. A criminal for hire who moonlights as his own boss from time to time, Paul is the type of delinquent who grew up learning to hate authority figures. As such, we suspect that when players are confronted with this supervillain in-game they'll want to <a href="http://massively.joystiq.com/2008/05/24/rethinking-archetypes-in-champions-online/">remember this piece of information</a>.<br /><br />We're really loving the fact that there's a lot of supertech-powered characters being revealed on the <em><a href="http://www.champions-online.com/">Champions Online</a></em> website. There's bound to be plenty of variety as time goes on, but we're just happy to know that the technology types are definitely in there -- it's quite satisfying.
