This is a horrible April Fool's Joke! Shame on you, Massively!
If this isn't true and I don't see more entries throughout the week, I'll find you all and force you to listen to SWTOR vs. GW2 arguments...for 72 hours straight!
SWTOR is Bioware's first MMO? I thought they worked on Neverwinter Nights as well (the old one)? They also claim to have worked on Warhammer Online on their website.
Anyways, I'm not bad mouthing them, but the ability delay is what made me cancel my pre-order. I mean, I loved the game, but it was kind of annoying that my character would wait about 5-10 seconds after I'd pressed a skill before he actually executed that skill.
I hope they do manage to get this issue fixed. I loved the game, but that was kind of a dealbreaker for me.
I think an exploit should only be bannable (and even then, only temporarily) if it's taking away from other players' experience. If a player discovers an exploit that allows him/her to defeat a boss without taking any damage, then it's not the player's fault for using said exploit. It's the devs' fault for not catching it before it was used.
Even then, I think placing fault is a bit extreme. Really, it's just an inconvenience that should be fixed as soon as the devs know about it.
Now, if a player is using an exploit to cause damage such as ruin the game economy, build monopolies, or anything that lowers the overall fun of the game, then yeah, he/she should be banned temporarily.

The cruelest was Massively's "One Shots is back!" That was a terrible, terrible joke.
