unfortunately, I think that developing a shallow and uninspiring leveling experience and focusing only or mostly on endgame (read: max level) experience is just a trick game developers adopted to minimize developing costs.
Think about it, if you let your playerbase scatter through all the leveling range, you will have to creat content for each bracket.
BUT if you create a ridicolously easy and non diversified leveling experience, all your playerbase will be max level in 1-2 months, and you will only have to create content for one group of players. (did I hear Rift?)
Someone likes this approach, but I want to play in virtual, fantastic worlds, not Super Mario Bros with endgame gear grinding..

For PC players, Dust 514 might be a new and interesting piece of an established and deep online world.
