Take Sorc for example, when using Pit of Shades the graphics will often get stuck on you until you zone or die. So you're stuck running around with a giant neon purple 30' doughnut permanently attached to you. Not only does it take up 2/3 of your screen, but other players, even the enemy, can see it too. It makes you an instant target in RvR and I would most certainly call that game breaking.
