Unfortunately, tabards are wearable items, so they have to be actual items you can place on the character. The pet/mount system works very differently, so I doubt they can make that happen.
1) Death & Decay. The threat gen alone is worth it, especially with tanking a group of mobs. 2) Apply diseases. If tanking a group, hit Pestilence. 3) Blood Boil, even if it's a single-target. You should have the talent that makes BB reduce your targets damage output. 4) Death Strike often to regen health
Outside that, it's situational. Those 4, though, are your bread & butter.
He's referring to the little gift box the orphan matron gives you after completing "Put Out The Fires" daily. And yes, it has a chance to drop one of the low-drop items from the Horseman. I got the helm on my level 20 druid that way last year.
One big thing I haven't seen mentioned yet: years have passed since WotLK ended when Cata starts*. That's enough time for characters to grow and change in dramatic ways.
For my hunter, it's no big deal. He retired to a small cabin in the Howling Fjord with his pet wolf. The Cataclysm forces him out of retirement.
My Death Knight has been attempting to tank as Blood for quite a while. So, this is just a honing of the skills he's been learning.
My Mage is still levelling, so it works from a "mastery of power" story.
* Yeah, patch 4.01 drops before Cata actually does, but I'm willing to handwave that bit for roleplay purposes.
Honestly? Being able to participate in the Holiday boss fights. I've been playing catch-up ever since I first started (right around the BC release), and this is the first time I've actually been at the level cap.
Mind you, having epics at this point makes these fights trivial. But, at least I can participate!
I'd say, worrying over nothing. Like the article says, your epics will blow away the first few zones of content in Cata, and then you'll replace that gear around 83-84 or so. ArP and Crit are pretty equally useless when leveling, anyway.
