No. I've found, historically, that the "premium" servers just end up forming an elitist community who act just as bad as the regular servers, often with even less interaction by the developers. After all, developers are generally unwilling to ban a paying customer for behavior problems, what makes you think they'll ban someone paying even more?

Also I don't believe in the premise. Developers should be policing their community with what people pay in the first place.
