I'm almost positive this can't be true, but do they only have UnrealEd scripters there and no real c++ programmers? All of the junior programmers I've worked with could easily write a patcher. Heck, you could do a perfectly functional patcher in python ffs.
I also have yet to see an Unreal powered MMO that didn't have huge problems.
