The guidelines for posting do indeed need to be overhauled; as you say, there are institutions and clubs that have many legitimate events a day. The major distinction needs to be made between an actual time-bound *event* and advertising something with no particular time constraints.
They also need to upgrade the underlying infrastructure so that it's possible to post PG, Mature, or Adult events on Adult land, just as it's possible to post PG or Mature events on Mature land. (Currently you can post them ONLY as PG, which displays as PG on the Web and as Adult in the SL client.)
Finally, they ought to provide a way of easily reporting events that violate the [revised] guidelines, ideally with a "Report Spam" button under the event itself. (Currently there isn't even a category for it in "Report Abuse," and using THAT would be painfully tedious anyway.)
