The zig-zagging is very odd indeed. I'm also weirded out by how populated this area seems to be. Then again, every part of LotRO's Middle-earth is populated, even the "Lone"-lands. Like I always say, I'm skeptical now but once I get in there I'll enjoy it.
Once again, I agree with most of what you have to say!
Housing: Besides revamped housing itself, I would love to see seasons change in the housing blocks. Of course Middle-earth, in LotRO, is set in a perpetual "time freeze" as it pertains to the epic story but since the neighborhoods are instanced anyway, and because they kind of don't exist in Middle-earth proper there is some leeway. I also wish to see these as being more the sandbox we will never have.
Mounted combat: It has to be coming and I'll look forward to it but I already hate the prospect of seeing dwarves and Hobbits swinging blades from atop their ponies. It just seems ridiculous but will end up in that category of features that just are, mainly to be fair.
Hobby: Since we cannot contribute to Middle-earth itself, really, I wish for housing to become the "sandboxy" part of LotRO. Hobbies should fit right into this: gardening, allowing us to create community plots that are either wholly cosmetic or that have some contribution to crafting; painting/weaving to allow us to create new decorations, either for the house or the whole neighborhood; landscaping so we can alter the basic look of the neighborhoods (or certain parts of the game world itself); hunting, so we can actually get the meat we need for cooking; Merriment (see Hayoo's old 'Tavern Revelries' concept); smoking could also be made into a hobby (I wrote a post on this ages ago); calligraphy (Bilbo loved to write letters so why not let us have a go?)
They've already said golf was coming and I already dislike it.

I actually just started using an LI again at level 72, after ditching my old one at 66.
I'm a fanboy but I think its a respectable, respectful, and ballsy move. It says a lot that TS are not just "working on stuff" while we plug away at a game and then pouncing on us with a whole slew of changes out of the blue. It shows strong communication and a real care for their customers/playerbase.
