Pitty Hammerfist's code will work if you are on the Atlantica server. Also, it doesn't matter how much Pitty has spent, all the induction ID's get the same rewards.
The Induction ID's are tied to a character on the server Waffles, if anyone is making a character on Atlantis yours will work. They will need to use one of the first two for Poseidon.

Yes, everyone can use them, think of them as recruiter ID's, you get extra gear to start out with, the character whose induction ID you use gets Bonus, which is a kind of currency for them to buy things with.
