I think the point being that if you decided $10-$15 was what you were going to spend a month, there will be quite a few that will decide $40-$50 is their budget. I'm sure there will even be the people that think $100/month is do-able.
Think about most trading card games.. the person with the best cards has a huge advantage over the guy that buys one deck and thinks that he can play with everyone. To be the best in these games, it takes time, money, and skill. At a constant monthly rate, you eliminate the money factor.
As far as gaming goes, speed is usually a non factor. Online games don't use 6Mbps when you play them. The important factor here is ping times (hence they reason the put a ping meter in the game). Like an earlier poster said, there is generally less hops to get out of a DSL network then a Cable one. Due to my job, I currently have both a DSL and a Cable connection. Cable is far more laggy playing WoW then DSL at my house, even though the cable company advertises a much higher speed. If you are comparing them for the purpose of downloading large files, then yes, the bigger pipe will win.
@5 - Just because it's all hearsay to us, doesn't mean it is to Blizz. I'm sure a credit card change (with a different name on the card), password change, login IP address changes, realm transfer is all the info they need to ban him. Just because we don't have the tools to prove this doesn't mean that Blizzard can't.
I can see them banning him to reinforce the community that Blizzard has a strong stance against the sale of in game items.

I would say both sides seem pretty even in game for maturity, however, reading our Ream (Dethecus) forums on the WoW website, there is no question that Horde is the most immature. Just check our forums or the constant trolling of our realm Wowwiki page.
