Signups will be done via a partnership with Alienware and should happen the week of March 11th. The post also notes that this will be a real beta beta type of beta as opposed to the usual pre-launch marketing tool. "This is an old-fashioned cross-your-fingers-and-hope-the-server-gods-are-not-vengeful" undertaking, according to the dev team.
