This. While I personally won't be playing TERA, I have been keeping tabs and it seems there's a greater support for RP-PvP in this game than in others. The fact that such a ruleset won't be provided is a bit disappointing, but kudos for them at least doing this much.

So basically if you want to swear and call people names and how shitty they suck, you roll an RP server, or else your chat will be blocked on other servers.

It's not so much about that. Most people that join RP servers only want to enhance their MMORPG experience. :P

I think you're misunderstanding what they meant--they're not saying they won't police harassment, but that they won't punish people for talking out of character. Some RP server rulesets have a "no OOC in public channels" rule, but it's damn near unenforceable. En Masse's ruleset allows for OOC chatter, but makes clear that they won't tolerate harassment of RPers, that's all.

Theses rules are never enforced, even when violated in the most obvious ways.
On Rift (rp server) I saw guys with really offensive names, and even after reporting them, they're still here, with the same names. great.

the only game where it was really enforced was LOTRO, during the early days. back then you couldn't even create a character with a japanese name.

I used to get upset about it, but I realize at this point that there's not much companies can do about it. Enforcing an RP server ruleset requires higher levels of moderation, and that's expensive. I'd like to see a company experiment at some point with charging slightly more in terms of sub fees or a one-time access fee to roll on an RP server, in order to offset costs, but we're an untested income source because our gameplay is largely player-created, making it hard to get data. Devs know it's safe to sink resources into developing raids or more leveling content because they can see internally how player behavior breaks down, but the only way to tell how many people seriously RP--and what we want--is to ask us, and that's potentially inaccurate. Unfortunately, I believe that's why it's so hard to get even developers who say they love RPers to add tools and items helpful for RP if they have no other gameplay function.

In addition to what Irem said, there's also what I call the "Sharkey problem". Named affectionaly after the loose cannon wizard Saruman's Shire nickname in Lord of the Rings. That is, knowing if I named an elf or even a human with that name on a rigidly emforced RP server, I'll probably be call in for a name violation...simply since it doesn't sound "RP" enough. But what if I want to name an elven character an odd nickname name or want her to cuss after every second word, because the way she was brought up? This is why it's also too subjective to enforce a hard RP rule set on a server...because RP being creative, can end up stifling that creativity if the rule set becomes too rigid.

Furthermore, RP'ers may use a rigid rule set to harrass other players whose names don't fit with their idea of a RP naming and/or behavior convention. Which in many ways is equally bad. Nothing better to greif a player than another player encouraged game suspension. Therefore, it's completely understandable that no developer in their right mind would ever want to enforce something like that too heavily. So moderate moderation of this is likely the best way to go.

Very good measure. A tagged RP-server was essential for roleplay players... the rest depends on them.

Doesn't this game suck? I remember months ago people heralding this as the 2nd coming of Christ. Now it seems to be getting a lot of negative publicity. I am a little unclear on whether this game is even out yet. I think the korean version is out but not the english version?

Not having played the game personally, but based on comments by beta testers, it seems that many people actually enjoy the game. I think the problem is that with any new release, once people actually play it the game becomes a real thing with actual flaws (as all games have) and they realize it isn't the second coming of Christ.

I'm happy to hear this as I was starting to get nervous that maybe I wasted 60 bucks on this game.

I don't mind that there won't be a RP/PVP as in my experience those servers are usually dominated by non-RPers anyways.
