Paragon Studios has announced that, beginning next month, it will be introducing the 2012 Salute to Statesman Loyalty Program. As a part of this program, City of Heroes players will be rewarded with unique costume parts, emotes, and more just for staying subscribed to the game. All players have to do in order to get their shiny rewards is ensure that their subscription doesn't run out between December 1st and March 31st of next year. Yeah, they have two or three that kind-of look like Statesman's and Recluse's.
At this point they should just, you know, give people his actual faceplate.
If you're referring to the loyalty program, it's not to be confused with the Veteran Rewards program which rewards you with usually minor trinkets for how ever many months you've been subscribed.
THIS kind of loyalty program is a limited time deal and is what they wheel out when they know there's going to be a long gap between major issue releases. IIRC, last time it was the 'stay subscribed and get all the Vanguard costume pieces' program. Before that, it was staying subscribed to get a backlog of free points for the game's market.
So translation: The next game issue, Issue 22, is probably not going to see release until /after/ March 31, when this program ends.
But in truth, there's still going to be the monthly Signature Story arcs and one, possibly two, new Incarnate Trials being released in the meantime.

Or... like some other games I am seeing, they don't want anyone unsubscribing to join that other game that hits in December, during its initial launch.... Just sayin'...

That actually makes more sense.
Their previous loyalty program (feb-apr 2011) started a month after DCUO launched and a month before RIFT launched. Also, Coh's revenue that quarter was the lowest its been since it started.
Now their next loyalty program comes almost a month after DCUO's launch as free to play and about a month before SWTOR's launch. And Coh's most recent revenue numbers is its 2nd lowest since its start...the lowest quarter revenue is still the quarter with the first loyalty program.
Could be coincidences, but it is curious.
