Interesting, shockwave use to be a preferred aoe taunt. I still like it since It has long range and a decent cone aperture. I feel that cones gives some more control in pug since it let the tank to stay closer the healer during the first strike.

Shuriken storm looks nice, but I don't think it generates more aggro, but I can concur that the +dodge adventure could be considered attractive.

Master is the best for bosses since it is dodge-based and with its synergical healing

I'm not sure where you get the idea that a glacier does okay aoe dps.You have to wait till 40 for avalanche and even then its kind of lackluster considering the aoe damage roomsweeper puts out. It's not 360 or ranged damage, but its pretty high.

You also forgot the specialist possesses eye of the storm, which absorbs damage while dealing it, and lightning reflexes if you choose. While there is no BCR. there are primary defenses that give a minor heal on damage, which can be combined with the heal from holdout shot. In a pinch you could possibly adapt it to tanking, but its kind of rare to need tanks in any of CO's game modes.

@Dblade

Roomsweeper does reasonable AoE damage, but knocks foes away, keeping it from firing off repeated attacks. On the other hand, the Glacier gets Snow Storm at 11 which has a huge radius and does a lot of damage. While Frost Breath isn't quite as good, it is a fantastic taunt power.

Also, it is rare to need tanks unless you're doing anything hard. For those hard things, yes tanks are pretty mandatory. Team SL Elite and basically any Elite lair requires a tank.

Also, the Specialist's EoTS is kind of a joke; the damage is mediocre, he can't move while using it and it honestly just delays the inevitable since he can't really heal. The heal from Holdout Shot is extremely low (assuming you take the advantage) and is not an acceptable form of sustain on any character. Compared to the Master's BCR it is pretty much night and day.

There are primary defenses that give an extremely garbage regen, which is basically worthless. You are better off getting heal on kill, but that is really only suitable for soloing. In general, you're really just better off playing a more acceptable archetype, like the Mind, who out-tanks the Specialist and has sustain.
