@(Unverified) It's a mastermind Demon Summoning ability, it's called a hellfire whip. There are a couple of of powers that use it, though I'm waiting for it to be a power set of it's own. ^^

To add to Unshra, the colour set for the whiop effect is acid green. But the player character pictured has recolored it red...just incase you where wondering.

Basically you linked two characters (from different accounts) together XP wise so that each character split their XP gains with the other. This was done regardless of if the other player was online at the same time or not. You could only initiate a level pact when you were under level 5 I believe.

They're generally quite nice if you have a friend who can't play much, but who really wants to progress level-wise, if you duo with another player very frequently but not 100% of the time, and I suppose it could be used to PL a character too.

@Utakata It was a way for friends to level together even if they can't play together all the time. Basically two characters would become pacted and thus if one gained a level during play, the other would gain the same. They need to remodel the system to prevent free players from level pacting their way to 50. They won't want the F2P noobs getting a free ride to max level.

Ahhh...thanks for explaining that guys. It's a bit like WoW's RAF program. And yes, they would unlikely want F2P players accessing that feature....at least not for free.

Yes, but the XP gain for a single character is half of normal, it is just a matter of splitting the XP 50-50. I doubt that the reason is to exclude free/premium players and keep it exclusive to VIPs.

It is more likely that would want to avoid free player accounts to level others for a "fee", which would be more prevalent if anyone can create an account without any payment, credit card etc.

But they do not state the reason, so it is just a matter of guessing.

Level pacts need to go, Its just another attempt at catering to the whiney level-rushing babies- these idiots have 10+ alts at max level, yet on all their characters, they have only experienced about 20-25% of the game.

If anyone wants to level rush(power LOL level) they should be put on a separate server or should go find ANY game thats not an mmoRPG.

We need to get the RPG back, where players actually RPed and EARNED what they got.

I WISH i could go back to the beginning of mmos(eq, uo, daoc) when players actually loved and appreciated the games they played.

Its not about the destination or goal, its about the JOURNEY to get there. THATS what matters most and thats how mmos were built! :(

Agreed.

Many MMOs have too much content at a point where you're not progressing your character and then the effort-reward relationship becomes messed up - you're suddenly without a destination, so you're going nowhere and the motivation becomes questionable. However, with the new Incarnate system City of Heroes is adding substantial rewards that can only be acquired by significant effort after you get your character to the highest level. Note that a level pact won't get you any incarnate benefits at all.

As Harry Kim put it "To the journey".
