Avatar Creations has updated its Perpetuum dev blog, and the latest entry is quite a long read (and also of interest to players concerned about the game's intrusion and outpost conquest systems). As it currently stands, base attack and defense in Perpetuum is a pretty random affair. "One's ability to hold an outpost is largely luck, combined with the number of players one can bring to bear in a specific time zone," Avatar admits.
The blog entry sums up the tentative path forward, and a future intrusion revamp will be deployed "rather than build[ing] upon a broken mechanic and creat[ing] more issues." What will the revamp entail? For starters, outpost ownership will cease to be about raid-and-retreat gameplay and instead will be focused on players who actually live on a particular island for the long term. Avatar is confident its new system will encourage PvP while simultaneously preventing instances where players wake up and are unable to access their assets.
While there's no date for the intrusion revamp as of yet, there is quite a bit of mechanical info to be read on the official Perpetuum dev blog (and don't forget to leave your feedback in the comments and on the forums after you've checked out the details).

CCP could take some inspiration from this system : in short
-to get ownership of an outpost you must have presence in the outpost area as there is 2 "outpost ownership" pvp event that pop daily at a random time, the more event you win the more benefit you get from owning an outpost and if you loose / dont care for too much event you loose ownership
that's daily little pvp event rather than big blog pvp once a week or so (still a "big" pvp event blob friendly weekly)
problem is that it require to have an entity with wide TZ Coverage , but this inconvenient is part of the advantage, no entity have 24/7 50ppl online
furthemore it require dedication from the entity members if nobody care = no outpost

This game is really coming along well, the best community ive seen in a game yet. I have noticed that the pvp islands have very little contesting between the big corps, hopefully this will fuel a few wars. Mostly this game just really deserves more coverage please, this is a real hidden gem :)

Well once the Nex guys (the large group of vet players from EvE who left) have built up some resources and leave the Alpha islands, I'm sure we'll see a lot more action.
And ye, this game deserves a lot more coverage. They (I assume) don't have a large budget for marketing. Would be great if more MMO sites did pieces on them, cause these dev's are awesome.
