While the radiance mea culpa and radiance's subsequent removal from the game is the big Lord of the Rings Online news nugget of the month, it's worth noting that Turbine's version of Middle-earth will be rolling out some changes to legendary weapons as well.
In a new dev diary at the official LotRO website, Ken "Graalx2" Burd and Brian "Zombie Columbus" Aloiso spell out some of the upcoming tweaks. The good news is that the randomness associated with legendary items is soon to be a distant memory. In spite of the Pool A/Pool B legacies introduced with the Mirkwood expansion, players would still occasionally be stuck with item legacies that didn't fit with particular playstyles. New Legacy Replacement Scrolls will remedy this situation; they will be acquired through the deconstruction of an item with the desired legacy (or through the game's item shop).
The devs also have a bit of info to pass along regarding changes to the game's relic system. In a nutshell, the goal for relics was the same as the goal for legendary item tweaks: reduce the random element and give the player more control. To this end, the number of relic tiers has been reduced to six, as has the amount of time required to attain the top tier. Secondly, Turbine has added a new legendary item currency called shards, which serves to "bind various parts of the system together," according to Aloiso. It's a lot more complicated than that, of course, and you can read the lengthy details at the official LotRO website.

I think the biggest problem (last I checked) with Legendaries is more just how horribly mind-numbingly boring the grind is when leveling those things.

@Sorithal Eh. Leveling up Legendaries isn't the funnest thing in the world, but on its own I don't find it any worse than any of the other grinds in the game (deeds in particular). I think the main issue was that you would put all of that work into earning and leveling second and first age weapons only to end up with trash legacies, essentially wasting all of that effort you put into it. This still requires players to level up multiple items to get a stockpile of their favorite legacy scrolls, but at least you won't have to worry about that first age weapon being worse than a third age.

The fact that they're reducing the randomness and the number of relic tiers will go far to help offset the grind inherent in the LI system. On the other hand, the fact that an item must be level 30 to remove a legacy from it is rather annoying. You're stuck leveling an item you don't want while simultaneously slowing leveling of the items you do want.
One of my gripes about the whole LI system which is clearly not being addressed is that these items only feel legendary in the power that they grant to you. They sure don't feel rare and special because they drop every time an enemy sneezes or looks at you cross-eyed. Even worse is the fact that you're actually destroying these supposedly legendary items. And compounding the problem is the fact that these items have level tiers in addition to quality tiers. It's like if Aragorn got halfway to the Chamber of the Crossroads and suddenly destroyed Narsil, then got to Lothlorien and replaced it again! Scarcely along his journey to Gondor and he's already replaced Narsil twice. WTF?
I wish that LI's were truly rare. I also wish that they could be kept through your entire adventuring career and truly grow with you. Wouldn't it be neat if each LI had its own deeds that could be earned by doing certain things while the LI was equipped? If upon completion of these deeds the weapon received traits that could be slotted into the weapon to customize it? Sure, such a system would be equally grindy to the one that we have now. But the offset is that you would be able to truly customize the weapon and that it would actually feel special over time.

Yup, the main issue aurickle wrote is still here. Now as lvl 65 toon You'll get nifty shiny lvl 65 1st agers. Then gonna spent a lot of time to polish it. Then late autumn(new expansion, new cap) You'll grind Your teeth when new lvl 70 items will make it obsolete and force You to start over. It's like every new level cap making Your character stuck without possibility to level up without rerolling...
