You should probably warn people that both shield defense and super reflexes are something of a fraternity initiation until you get them into at least the low 20s. You should probably also warn people that since virtually every high level boss in the game is near-immune to "lethal" damage, taking dual blades, katana, broadsword, or claws as your primary means waiting for enemies to die of old age -- which, even more than the AoE attacks, is probably why electric melee has been super-popular since it was invented.

All defense based sets have several weaknesses. They improve exponentially the closer you approach the soft cap of 45% defense, but at levels below, say, 25% they are doing very little to improve your survivability. Defense, as opposed to resistance, is all or nothing: you take full damage or take no damage. This means that a streak of bad luck can leave you dead. When you are softcapped, mobs only have a 1 in 20 chance of actually connecting their attacks.

They also don't exemplar down well, because of this, and also because downlevelling means that you lose access to powers, and losing access to a defensive power means that you have no defense to whatever it covered you from. This constrains build orders as well.

Say what? My Dual blades scrapper chews through pretty much anything up to and including arch villains faster than any of my 50 or so other alts.

I think you completely underestimate Electric Armor. It is easily one of the most powerful sets in the game.

Lightning Reflexes gives 20% extra recharge speed. If you don't think that's awesome, reflect on the fact that Luck of the Gamble IO's sell for 2 billion on the market... and they are only 7.5%.

Energize is possibly the best self-heal in the game. And not only does it heal for giant amounts, it provides additional regeneration and power conservation for 30 seconds.

Power Sink is useful for returned endurance to yourself. But it's even better at draining it from everyone else. An enemy with no endurance is a very easy enemy to fight.

Power Surge is the best god-mode power in the game. It caps most resistances and gives you almost unlimited end for 3 minutes. When it ends, it fires an EMP pulse that holds most enemies. And when it ends... hit a green and blue inspiration, Energize, toggles, and Powersink. Bam, back to full power in just a couple seconds.

I have Power Sink on my blaster and it was awesome if you used it the right way. Combined with End Regen, you literally can have bosses running around but not doing anything to you.

I should log back into the game. I keep saying scrappers are my favorite, but I played Blasters as much or more; but I consider 2 of my mains scrappers (MA/Reflexes and Dark/Regen), even though I haven't touched them in ages, too.

Dark Armor has the best survivability of any Scrapper secondary. People don't generally understand this so it gets a lot of undeserved derision.

Super Reflexes is still my favorite. Inherent Fitness and the Incarnate system have made it child's play to soft-cap, and it's the only set in the game virtually immune to Defense Debuffs. The much-lauded (and IMHO overrated) Ninjitsu notably lacks this protection, and it really shows against large spawns. Well OK, Ninjitsu is a Stalker set. ;)

Just rolled Kinetic Melee and I must say it's much more impressive than I thought it'd be. After Dual Pistols disappointed, I thought it'd be just another flashy-but-suboptimal set, but so far I've been impressed with the look AND performance of the set. My one concern is that it'll struggle against high-Defense targets since it only gets 7.5% ToHit Buff in its Buildup power.
