Notorious Monsters. The name is well-known to any veteran of Final Fantasy XI, denoting an especially powerful opponent with accordingly potent rewards. Final Fantasy XIV is set to receive its own set of notorious opponents with the December update, and the first preview of such has just been released. Deadeyes, a wolf deep within the forests of the Black Shroud, is the first one announced, and the preview details both why Deadeyes is to be feared and what players can hope to gain from the challenge.
The preview implies that Deadeyes will be encountered via a faction levequest, thus clearing up questions of how spawns of notorious monsters would work within the game. It also explains that upon his defeat, he will reward players with one of 12 runestones, with each stone being turned in to an Ul'dahn trader for a powerful piece of armor. The Harlequin set, a four-piece set for Disciples of Magic to use to enhance the potency of their magic, is shown off as one of the possible rewards. Final Fantasy XIV players have quite a bit to look forward to in the next update, and Deadeyes looks to be just the beginning.

They've already said NMs will be both in levequests and open-world. Don't know what it 'clears up' just because the first one they announced is in a levequest.

@Audacious I don’t think gear dropping from NM’s detracts from the crafters, esp. if you can only access the majority of NM’s by way of Faction-leve. SE have hinted at NM’s being r30+ which would mean you’d need 200 faction credits to take a shot at the ‘weaker’ one’s. 200 credits isn’t something you always have lying around and the time it takes to generate that much is more than just a few days. That weighed against the choice of waiting for more rewarding NM’s costing 300+ credits and the amount of people wearing this gear only starts to increase very slowly.
Sure you might end up wearing the full set (which doesn’t cover every gear slot by a long way) but for the majority of the long time it takes to get it you’ll be wearing someone’s crafted goods.

I wouldn't worry about it, the faction leves already drop items, but most of them have a recipe later on down the road that lets a crafter upgrade them into something awesome. Even then the "awesome" gear is only 3-5 stat points higher than whatever the generic armor for that level is. If you use the harlequin armor as an example it is slightly under par or just barely par with gear of the same level. It basically just gives people who refuse to craft an option for gear other than buying it. Then down the road they can get a crafter to upgrade it. That is what I am pretty sure they are doing here, if existing faction leves are any indicator.

Ha, kind of. There was a preview that included the look and feel of the soon-to-be NM but no details like what we got today.
