Is this the issue that came out a couple months ago, or is this issue upcoming to North America?

This would be the previous issue released last month at the start of October. I apologise for the delay in reviewing it, and will be sure to review future copies much faster. The next issue is due in January.

Players are fortunate to pay for more extra 'stuff' on top of other fees?

The news and the art could be presented nicely on the Eve O site, but fans are 'fortunate' enough to pay for it in a separate publication? 'Fortunate' isn't a word I'd use.

To clarify, E-ON is a paper-based magazine produced by a company called MMM Publishing. It is not made by CCP, and players shouldn't have an expectation to get it for free any more than WoW players would expect to get the official World of Warcraft magazine for free.
