Over the summer, CCP gave away a limited edition ship in EVE Online called the Primae. Every player received this free hauler designed specifically for planetary interaction. Although the ship itself was worse for hauling than a standard industrial, players fell in love with the model and began asking CCP to reuse it in a more useful ship. In a new devblog, CCP Greyscale has delivered on those wishes with the announcement of the Noctis.
Aimed squarely at PvE players, the Noctis is a dedicated salvage ship with the same stunning model as the Primae. In addition to an impressive eight high slots for use with tractor beams and salvagers, the ship also has an hefty bonus to the range and speed of tractor beams. At level 5 of the ship's skill, it will be able to pull in wrecks from up to 80km away, making it a great stationary salvaging platform. The blueprint and skill will be released with EVE's next expansion to coincide with the new group PvE "incursions". For more details, check out CCP Greyscale's latest devblog.

salvaging is decent these days in a destroyer, but a ship with bonuses to tractor beam ranges...salvaging a battleship filled lvl 4 mission is really time consuming

Actually, I think at level 5 the tractors should work to 80km, unless I did my math wrong, which is very possible.
No Bonus: 20km, 500m/s
L1: 32km, 800m/s
L2: 44km, 1100m/s
L3: 56km, 1400m/s
L4: 68km, 1700m/s
L5: 80km, 2000m/s
60% of 20 = 12, so add 12 every level.

Didn't one of the exhumers have bonuses to gas mining? I think it was the same one that had bonuses to ice mining and was otherwise useless.. don't remember the name.

That would be the skiff, but it is just a bonus to mercoxit, and I think its only to prevent damaging gas clouds to forming. Most people use battleships due to the fact you need something to tank wormhole rats anyways, since gas pockets aren't worth much outside of there. The mackinaw is the ice miner.
As for this, meh. It's just going to cause people to shift from marauder class ships to faction battleships now that their alt can be cheap, and bonused for tractors.
The ship isnt that useful because tractor beams dont work on wrecks that aren't abandoned or claimed by you, which is what a lot of ninja salvagers and people who salvage wrecks left drifting in space.

They already have T2 salvage devices, which will probably be more useful on the Noctis than other ships up until now.
I wouldn't be surprised if the standard loadout for a Noctis will 4 tractors, 4 t2 salvagers, and 3 salvage tackle rigs (assuming it has 3 rig slots). Probably cargo expanders in the lows and a MWD in the mids if there's room.

There's a tech 1 blueprint original displayed in the Devblog, so it will be player-constructed from basic minerals. The BPO is going to be harder to get hold of than normal - Greyscale says it will be seeded on the market in the ORE corp's null-sec region.

This will make the niche that destroyers occupy even smaller. Probably make marauders even less useful.

Somehow I don't think this will eat frigates alive like a destroyer can. Just a thought.

Only the thrasher can eat frigs alive, the other 3 destroyers will have serious issues trying to. The coercer can't even tackle a frig, the catalyst needs to get in very close, same as the cormorant. Even then, thrashers were really only useful in wolfpacks due to their high sig radius and dramiels being common frig types. Most cruisers can nail frigs just fine.
