Think you've got what it takes to design a starship? CCP Games and deviantART are giving you the opportunity to prove it with their new Create A Starship Contest for EVE Online. From now through October 13th, artists can submit their drawings for a chance to win some pretty significant prizes. Up to 15 semi-finalists will walk away with $50 iTunes gift cards, while first-, second-, and third-place finishers will snag $900, $750, and $500 respectively, in addition to an Apple iPad, a Wacom Intuos4 Tablet, deviantART premium memberships, and more.
Additionally, the first-place winner will see his or her design brought to life in the universe of New Eden and ultimately flown by thousands of player pilots. Check out the full contest rules, as well as the current competition, at deviantART.

It's their take on "paying more for less" policy. SOE is sorta using that mechanic for their EQ2 Extended premiums...

So CCP is going to pay some poor sap 900 bucks and have them sign away their rights to something that would cost a normal graphics designer tens of thousands of dollars for a comissioned work? This of course doesnt include the poly specialist.
At least we can hope these designs arent created from a drunken stupor, looking out into an old trainyard at night and saying...."look what i made, Minmitars!"

Given the whole price deal, I do not believe they are giving less or significantly less money than having one internal guy designing it.
The deal is good and they probably aim to scout for new (and cheap) artists for their team.
They might intend to move their more experienced stuff on their other projects and recruit new personnel for EVE at least artist wise.

Respectfully, I totally disagree. In my eyes CCP is doing this to get their player base more involved, I doubt shifting through thousands of ship designs is easier that just get one of their experienced designers to whip up a new design.

A 50-1000 meter long ship would mean any ship up to battleship size and maybe freighters.
