Big news got dropped today during the City of Heroes panel over at the inimitable PAX, the sort of thing that every veteran of the game will be interested in. Fitness -- also known as the powerset that is more or less mandatory by level 20, or the Stamina set -- is being moved from power pools into the inherent power set. That means that three of the default power choices in the game have just been rolled into every character from level 1, making builds more flexible and players very happy indeed.
It wasn't mentioned specifically whether this means the powers will simply be under inherent powers or base movement speed, regeneration rates, and so forth will be increased. There has also been more information about the highly anticipated Incarnate System, with Issue 19 rolling out the Alpha Slot to start players down the road of improvement at Level 50. We'll have more on the panel as a whole and the details of the revelations, including news on the Issue 20 testing, but for now, all City of Heroes players should be happy to learn they have three new power selections to play with when 19 launches.

I'm curious about the details: will they be slottable? Not everything that's inherent is. Will they be available from the get-go? Or will they gradual unlock like various boost-pack powers such as the Pocket D VIP Pass or Ninja Run? How will this affect powersets like Willpower which already have health and stamina like powers?

It's kind of sad how happy this change makes me. Stamina is pretty much required by almost all builds of most archetypes, so making Stamina inherent just makes sense. There's no decision making going on by players there, it's pretty much "take it or your gameplay will suck".
@Sam, I imagine they will unlock gradually, probably around the levels you could select them as powers (so Stamina unlocks for free at level 20). Since these are inherent powers like Sprint or Brawl, they certainly could be slottable, but I suspect instead they'll provide a flat bonus or a level scaled bonus to avoid forcing players to spread their enhancement slots even thinner.
Since since characters with Willpower can already take Stamina as well if they want, I imagine the bonuses will stack just like they do now. Under Cryptic I don't doubt they'd nerf the bonuses in order to avoid free buffs for Willpower players who didn't previously have Stamina, but I suspect Paragon Studio's more player friendly approach will result in them preferring to buff those who didn't have Stamina over nerfing those that had both.

I'd love to see new power pools come up. But even if they don't I think this might help with build diversity quite a bit! Its certainly more player friendly, and will encourage a bit more diversity in builds (although in a nicer fashion than ED did, for sure).
ED + Inventions + Fitness Inherent = a lot more options and less "required" stuff
If only they'd make it so you could get travel powers at 6. I was for it before, but now that I've got the City Travel VR? Doubly so.

I would like to see them add the option of skipping a power in favor of more slots. Allow a player to do it once per build, maybe twice.
I hope PeterD is right about the bonus because the extra powers would just mean getting throwaway powers like Recall Friend, Stealth, etc, powers where only one slot is 'good enough'. Depending on the powerset selections I already run into decisions where I don't have as many slots as I would like.

I wouldn't say they're "throw-away powers", myself. There'll still be 9 more power pools, plus APP/PPP pools to choose from, not to mention the rest of your Primary and Secondary power pools. It'd be nice if we had more power pools to go along with this, but I can certainly see a lot of utility coming from the change.
Also, IO's let us get 7 or 8 slots worth of bonus from 6 slots. I think we've got some wiggle-room.

Tankers Brutes and Scrappers will be thankful to be sure. :P Not sure I would completely enjoy non-toggle superspeed and jump ALL the time esp with the level-based scaling for travel powers. It'd mean they'd get even more boosted when you used to get em compared to getting em and hardly having any boost...

Great news - this actually re-enlivens my interest in CoH more than GR did. Such possibilities!
Should make the newbie experience a lot more fun for new players too - nobody likes running out of endurance and the only time it really happens (unless your build is ridiculously end-hungry) is before L20..
