En Masse the company responsible for TERA, is going to be working with Digital River for the next few years as part of a global agreement.
In the immortal words of Paul Vasquez, what does it mean? Well, we know that TERA will have a subscription-based business model, but Digital River's press release points to a bit more than that: "Digital River will manage in-game commerce and launch an online store to support North American sales of En Masse's soon-to-be-released flagship action MMO, TERA."
It's almost standard these days for MMOs to offer microtransactions even on top of a subscription fee, so while nothing has been officially announced, the mention of in-game commerce looks like our first indication that TERA may be going in that direction. The agreement will run through 2014.
[Edit: Senior Community Manager of En Masse Entertainment has responded to some of the player concerns: "A few folks have expressed concerns that TERA users are going to have to pay micro-transaction fees in order to play TERA; that's not the case. We'd like to clarify that TERA is a subscription-based game, not a micro-transaction-based game. As gamers ourselves, we believe that our fellow players shouldn't be required to pay micro-transaction fees in order to have a great gaming experience."]

Meh, I was looking forward to TERA until this and Frogster. Here's hoping that Rift, at least, will choose wisely.

Just because it says they're creating a store doesn't mean it is a microtransaction store. Maybe they're creating a store to sell, you know, the game itself?

Which makes is very strange that they're going back on that saying there won't be microtransactions in-game. So why did they make a deal with a company to do them?!

The Tera devs have said they don't want microtransactions in the F2P sense. Will there be some mounts, pets and the like available? I'm sure, but that will be the extent of it.

Noooooooooooooo! Digital River are horrible. They were in charge of the Need for Speed World Pre-Orders for Best Buy, which I ordered, but it was all a big mess. Firstly, they didn't even know what they were selling. They were supposed to be giving out access keys for the 1 week head start event, but instead they thought they were just selling the client download opening on release day (yeah, the client download for a free-to-play game, idiots). I fought for three days after the event began to get what I had purchased and got absolutely nowhere, then tried to get a refund and they refused. IN the end, my head start event was cut down to just two days, but it still cost me $20 (and I also didn't get the powerups pack). They're greedy assholes and the Customer Service department is the worst.

Everyone is assuming it means a microtransaction store and the fact it says "will manage in-game commerce" would seem to point that way but judging by your (thud's) experience, they might actually only be dealing with selling the boxes or digital downloads. While I dont mind the idea of an item store I wouldnt be too happy paying extra for content when already paying a subscription unless the items truly are aesthetic only (like non-combat pets) - I guess time will tell and we wil have to wait for official word from En Masse.

Perhaps Digital River is handling the digital sales. I remember Digital River had an agreement with NCSoft to handle the sale of their online games, such as CoH/V and Lineage 2, a few years back.
If there's cash shop items, I hope there're actually stuff worth spending on, instead of $5 for 5 more inventory slots, or similar rubbish.

Perhaps just poor wording but it makes me thunk they'll have Sparkle Ponies. Not necessary, but there to get your cash instead of making them drops.
