When it comes to fighting the gold-sellers, Icelandic game developer CCP Games took an innovative approach to the problem. Players of EVE Online can buy game time with cash and then trade it with other players as in-game "Pilots License EXtensions" (PLEX). This lets people with cash to spare effectively purchase ISK from other players, while those with plenty of in-game ISK can effectively play for free. With a legitimate method for buying ISK, players needn't face the inevitable threat of bans and key-loggers from nefarious sources. Fearing that the market for PLEX might not take off if they were at risk of being lost during transport. To combat this issue, CCP made it impossible to move them from the station they were redeemed at.
In a new devblog, CCP Zulu explains plans to remove all the transport restrictions on PLEX. In addition to being able to undock with a PLEX in your cargo hold, you'll also be able to place them into courier contracts. When these changes come into effect, you might see someone hauling game time from station to station. If you plan to move any PLEX around, be extremely wary of suicide attacks. EVE's darker social element routinely scans passers-by in high-security space, looking for juicy targets to gank. The possibility of finding game time amongst the loot may send them into overdrive. The changes are due to come into effect on Tuesday the 13th of July.

CCP is taking a lot of heat for this change, when in actuality, there's no reason to transport PLEX in a ship unless you're crazy. I think it's a good change that really isn't as big a deal as it seems. Nobody says you have to load a plex into your cargo hold. If you don't want to, don't do it. If you do it for some odd reason, and you get blown up, then lol.

This isn't that brutal. PLEXs cost less than some items (and certainly some ships) in game. Mind you, I would be terrified carrying one around. New job for cloaky transports!

People sell Plex all across the galaxy. Now you can go get the best price and move it to make a profit. It will enable traders to make decent amounts of isk by plex running.

PLEX will not only be lootable but will also have chance to be destroyed (like any other cargo item) when the ship is blown up. And every destroyed PLEX item is $15 into CCP pockets without having to provide a service in return.
I am sure that this is the core reason for this change.

There's no point to move them though, that's the dumb thing. Both the seller and redeemer have no reason to ever put the thing in a ship.
The only ones who benefit are those who would buy them to try and arbitrage them. and that is a dumb idea. PLEX's are in much less supply than other commodities and only get replenished by people spending real money on them. Playing arbitrage games would drive up the ISK value, which means imo less GTCs needing to be bought.
And of course, they think this is a priority over fixing actual busted stuff *cough*ROCKETS*cough*

I don't disagree with you because I really doubt anyone is ever going to move them around in high sec, but this change is fairly awesome if you live in 0.0 because you won't have to head to a NPC station every time you want to add gametime to your account.

As if there weren't enough gankers in high-sec, this will only encourage them. All the while, CCP is squeezing out the industrialist element in the game. Now look, I'm all for pvp in the game, and even free for all pvp, but I do think there are limits.
I understand that Eve is, for the majority, a pvp game. However, the needs on the other side of the game are rarely considered. The industrialists have been promised a full fledged industrial expansion (No, Quantum Rise and the Orca do not count.) for more than two years now, and it continues to be placed at the bottom of the pile.
CCP will need both a pvp element and an industrialist element in order to keep Eve a success. If they continue to cater to one side over the other, the game will evolve into a multiplayer arena with an NPC market, which no one will play.

They should release a new expansion that creates an entirely new type of industry.
You'd harvest the resources from new places, and continually refine them until they were higher level items that players use.
This expansion could even take a bunch of pre-existing NPC sold items and make them buildable by players using the new resources they're gathering.
They could call it, Tyrannis.

In order to keep EVE a success? Have you been playing lately? Last year you would rarely see over 30,000 online at a time... and now you see 50,000. Quite a change I would say. EVE has always been a PVP game.
