We'd love to open our contests to all of Europe, we really would, but there is just a large amount of legal paperwork that would be required for every single contest we would prepare.

In short, each country in Europe has their own rules on accepting contest prizes from the United States. It's much the same way with Quebec, as they're not too keen on having any item of a cash value awarded to their citizens from an outside source. It sucks, I feel you, and I wish I could change it for this contest.

However, until we can get it all sorted out (somehow, and I don't even know if we can) the contests must remain like this if the item being given away carries a cash value. This is why for some contests we can give prizes away to anyone (Such as Brendan's EVE Evolved contest, in which PLEX technically does not carry a cash value) and for others we must restrict the scope.

We always love including everyone, and we try to do so as much as possible, but sometimes we're just left with no alternative, and I'm deeply sorry.

Last I checked, PLEX was used to buy either ingame isk ( which can be bought with trading a time card, which gives isk a cash value ) or to buy 1 month of game time, which means PLEX has a real cash value of $15 each minimum.

Bah, here's the reason why it doesn't work. The PLEX itself has no cash value. Indeed, you can use the PLEX to acquire items, and those items themselves have cash value, but the PLEX ITSELF has no cash value. It's called a "technicality" or a "loophole". Call it what you want. Either way, there you go.

Well, since you want to "call me out on it", PLEX has a value. It even requires a credit card to buy it.

The following instructions are for players that wish to purchase PLEX directly from CCP using the Account Management page.

1. Log into Account Management
2. Click "Buy PLEX" in the Common Tasks column
3. Complete all fields of the PLEX Purchase Form
* Only 2,4 or 6 PLEX may be purchased per 24 hours.
* Only one purchase per 24 hours is allowed. If a player purchases 2 PLEX, they will have to wait 24 hours to buy another batch.
* Each PLEX is valid for 30 days of game time.
* Only credit cards will be accepted as payment for PLEX.

I don't care if they cancel the contest and make you cry or not. But claiming "We can't do this for EU because of these rules" when they are in fact doing another contest which should fall under the same rules, then they need to be made aware of it.

Paying for an item is not the same as the item having a cash value. For instance, while you pay with cash for PLEX, it cannot be traded for real life cash. Try and argue as hard as you might but the fact remains that as long as the item is not directly tradeable for cash, it's valid for international trade. This can be seen in things like coupons and the like. While they give you discounts of a few cents to several dollars, they have NO CASH VALUE.

Just like the mount in this competition then, which will be tied to the winner's account and as such will be non-tradeable. In which case there's no reason it couldn't be awarded to a European player.

If the PLEX had no cash value, it wouldn't be purchasable with cash. How do you charge money for something with no cash value? You don't.

By the way, mmorpg.com and CCP decided on a cash value for PLEX. Two PLEX are worth $35. http://www.mmorpg.com/contests/eve_plex_promo.cfm

This is why it works despite your argument. Again, I point you to the terms, "Technicality" and "loophole" that I mentioned before.

Here is my entry. I would like to enter to make amends for a moment of madness where I bought over $300 in SOE trading cards when drunk to see what I got, I did not get a mount (or anything cool) and I've never ever done anything RMT since that point in time.
