Those changes are going to be a train-wreck.

For T2 ships the supply of materials is limited by the amount of moons, it won't noticeably increase, thus no more hulls than currently will be made.

With increasing insurance payouts for T2 they will make the ship more desirable, but supply can't increase so prices will rise instead.

Then market prices increase -> insurance payout increase -> more market price increase -> more insurance ... ad infinitum.

It's a positive feedback loop that will only stop when CCP changes the system again. Even worse that loop only brings money into the system but doesn't take any of it out, so it'll cause inflation that will affect the other areas as well.

Planetary interaction is supposed to allow the construction of "some" of the T2 components, hopefully this destabilizes the moon mining chokehold.

Except it won't. The t2 materials being considered for planetary interaction are all npc goods that do not affect moon mining at all.
