Dungeons and Dragons Online fans know that the DDO Store has items on sale almost constantly, but rarely does the crew at Turbine mark items down with such enthusiasm.
The normal DDO Store sales usually involve a handful of Adventure Packs and maybe a few other items. This sale, however, includes all Adventure Packs at a 30% discount, as well as an impressive array of other items large and small. Some of the more expensive premium items are discounted -- the Drow and Warforged races and the 32-point build -- as well as items all the way on the other end of the scale. Cleric Hirelings can be had for as little as 5 Turbine Points, for example. If you're planning to stock up, keep in mind that the DDO Store only allows you to purchase items appropriate to your character's current class and level, so you'll be a bit limited according to your current character roster.
If you're a fan of the DDO Store or have been considering a purchase, this is a good time to take a look. The sale ends on the 29th.

Question: can one now purchase a 32-point build without achieving 1750 favor points? One can now just purchase it from the store for DDO points (which can be bought with RL money)?

Yes.
The Favoured soul class, Monk class, Drow race, 32 point build, respec options, xp-boost potions etc can all be bought for RL money.
obviously so can hirelings (which cost a few minutes of work to buy-ingame at any level) and adventure packs (quests/zones)
truth of the matter: niothing you buy at any level will help you end-game beyond GETTING you there. (with the notable exeption of the +loot level item for a set ammount of time)

GOOD. The one thing keeping me away from DDO was the 28-point "starter" build. I've heard every argument under the sun about how 28-pointers were "fine", but nobody was being fooled. I just don't play alts -- I don't have the time -- and it's important to me that my character have the best shot at lasting a long time. I don't want to have to regret my choices a year or two down the road, or start from scratch.
I think this purchasable option is a great change.

gPotato got flamed because their items where over priced. Turbine gets a free pass because their income is up something like 400% in regards to DDO. Do it right = win... Overprice your item shop = flamed.... Should all make sense now. =]
