I played ToP 2 years or so ago, and I wasn't very impressed.
I'm curious - isn't alpha testing supposed to be only for the developers, while closed betas are for the open public (with a limited amount of keys)? Or did the open beta's transition into a free trial move all the other beta stages a step behind and I missed the news?

It looks exactly like the normal Tales of Pirates. Did they just take the normal game, alter some stuff in it, and call it ToP II? They did that with Myth War I know, so I wonder if that's what they are doing again?

From what I gathered on the forum it's more like a giant update then anything and they're testing it, although I couldn't find where there were giving away the alpha keys so this article is quite misleading.

If you look at the front page of the site (linked above where it says "get an alpha key"), you will find a big yellow button slightly left of center that says "Grab an AT key!" That will take you to the forum where they are giving the keys away. It's pretty clear, and not at all misleading. You need to be logged in with your IGG account, of course, but that's pretty much a given. Good luck! :-)
