That is the coolest thing about 40k is the ambiguity. And while Its certainly obvious the traitor legions and anyone living inside the warp is "evil" now, the fall of Horus originally could be considered quite tragic.
Theirs some fluff that suggests the Heresy happened because the legions closest to the emperor were spreading rumors about Horus because he and his allies were so far away, and were considered to be favored more. Perhaps it was just dark whisperings in Horus' ear, but he made haste back to Terra originally to stop the spread of lies, and that was when the Chaos gods all stepped in and began intervening, and made the legions make dark pacts and stuff, by the time they were even half way back to earth it was all over.
Not to mention, theirs lots of fluff suggesting that even now, if humanity would just let the emperor die, he would be reborn again anew, and a new golden age could begin, but its all the dirty corrupt adminsters and stuff that are keeping the emperor jacked in his stasis chamber, stuck between both life and death.
Man those guys at vigil better not mess up that MMO!
