A million dollars might buy you a month or two of pre-production.

But it seems they expect you to come with a prepared business plan and a working game engine (they want screenshots).

That's not uncommon for an investor or publisher. Very standard practice. They want to see what they're financing.

My point (poorly expressed) was that the article seemed to present this as "Hey, a_random_gamer, have a great idea for an MMG? Pitch it to Nexon and you could win a chance to make it!" But it's a normal publisher pitch for established studios, with bit of marketing behind it.
