So the graphics update is not just for the new zones, it's for the entire game?

Correct. The entire game is able to use the improved Ultra Mode graphics. But the new zones that are coming with the Going Rogue expansion have been built specifically with Ultra Mode in mind.

Yep. Whole game's getting it. The main difference is that the new zones were designed with Ultra Mode in mind, so they sort of showcase it.
