The only ones that know the answer to that question are Codemasters, since they operate DDO in Europe, but there is a growing european community on the US servers.

I'd be VERY supprised if it ever did go F2P in europe, just do what everyone else is doing, play on the US servers, there is no restriction and you can still buy content and sub if you want to.

I'm not playing D&D currently, but the performance was faultless for me playing from the UK in both beta and release (and since playing US games like Champions is a total nightmare in my location I REALLY mean this praise).
