Ironically, their download page states:
"Open To All Users"

..whilst simultaneously stating:
"The FilePlanet beta test for Huxley: The Dystopia is only available to players in US and Canada."

Erm, yeh.

Anyhow, for anyone wishing to view the different modes of play (PVE, PVP, Battlegrounds, etc) this video does a good job of walking thru the crux of the game:

To those who live outside US and Canada you can use an IP Hider, to get into the beta. I got a key that way.

Is there an open world to this game? In that video Amana shared (thanks) they showed the character grab a quest in the city and then warp to what I'm assuming is an instanced quest location. I hope it's not all like that. This trend of MMOs getting overly instance-y is pretty annoying.

I'm not trying to flame anybody or anything, just throwing my opinion into the hat.

I am of the belief that Huxley is nothing more than an extremely elaborate hoax. I have to admit I don't have much of a leg to stand on, but throughout the entire beta process so far I have yet to be able to run the game thanks to gameguard error 124. I've spent countless hours trying to troubleshoot the problem, scouring every page of the message board, trying virtually everything suggested (aside from reinstalling the operating system, screw that) to absolutely no avail.

Yeah we've seen tons of pretty videos and screenshots, but I have yet to know anybody personally who has seen the interior of the game beyond a "patcher" window. I have reached out to acquaintances through real life and warcraft and the like, and of the 10 who have attempted the beta, not a single one of them have gotten further than error 124. So I'm pretty much 0 for 11 right now. That's pretty bad odds, especially considering the vast differences in everybody's hardware and software across the board. Also I run both Windows XP 32-bit and Vista 64-bit on the same computer, which couldn't be more different in how they run things.

Yes this whole thing is a pretty nutty conspiracy theory, especially when you take into account the entire message board of people (supposedly) giving their feedback on things in the game. Why would they do something like that? Again, you've got me. All I know is with all this time spent trying to resolve one issue, you tend to let your mind wander and try to find some rational explanation for why there's a beta test that nobody can play. Again, this is just a wacky theory, but it makes the most sense to me right now. If you've had success with getting the game to run, congratulations! You may have just proven me wrong, but you could also be a plant. We'll see what happens at launch, I'm game!

tl;dr - Huxley doesn't exist, prove me wrong.

Played it every night this week on Windows Vista. Might just be your setup. Only had some of the bugs that people confirmed on the forums show up.

I played for a few hours. Besides being very grindy and not have ANY PvE variety, it was pretty cool. Some of the environments and missions were well done.
