Well that's assuming "active" necessitates government participation.
I'd suggest it's a stretch to assume CSM participation is comprehensive in representing the "active community" of EVE, as folks are often too narrow in their scope to care about the global sway of decision making while remaining active members of their sphere of influence. (Like their favorite solar system, or region, in game)
Heck, just look at voter participation in real life, how much more removed are folks in a virtual setting.
