This is the question posed to us as NCsoft announces the first major expansion for the City of Heroes franchise since the launch of City of Villains in 2005. Going Rogue will be a new experience for CoH fans introducing the 'mirror universe' of Praetoria and an all-new alignment system that blurs the lines between Heroes and Villains.
For the first time ever, Heroes can become Villains, and Villains can become Heroes. This is yet another groundbreaking game mechanic that the Paragon Studios folks have introduced in a recent whirlwind of exciting new features. Look out Champions Online and DC Universe Online; City of Heroes is raising the standard of superhero MMOs.

I have to agree with Russell, I may not have worded it in the same way but it is what it is.
Looks like a patch feature rather than a full blown expansion unless they have a lot more going on than some main storyline hero and villain reskins. CoX was and is a pretty solid game but it gets long in the tooth pretty quick. Even with the architect system, which is pretty inovative on the surface, it's still enter door to instance > hammer a bunch of NPCs with over the top AoE powers > exit door and return to contact.
CoX is in trouble with the 2 new titles coming out, no doubt in my mind, that haven't eveolved enough. Champions is more exciting to me than DCUO because you won't have the nerdrage-lore-dorks stifling the developers creativity by crying about Batman's hair being the wrong color or Superman's tights-bulge being too small.
