Lets all remember first and formost why the council was created in the first place.....to keep players from leaving because of CCP's corruption, a noble idea to make players part of the "real world" and monitor and get info from CCP directly and keep subs, nothing else.
If the "council" cannot take the steps needed to close real life exploit gaps in the game by pressuring CCP to change them and make ingame counters to these, to enhance gameplay and make rules and "govern" as they should, establishing consequence as a council should and make some intuitive leap to amaze the player base, why have it in the first place?
........ah yes, once a joke, always a joke.
