I could never understand why CoH didn't use the Origin as a way to tailor your opponents properly. I always find it weird that I start a Magic Origin toon and my first contact's missions involve going to fight Clockworks...

The explanation is plastered all throughout the game lore. All you have to do is read.

The Clockwork King is actually a powerful psychic, and all of his minions are animated by his uncanny psychic. Thus they are classified as not just a tech enemy, but more of a tech/magic hybrid.
