According to a recent post on the official forums by Meghan "Patience" Rodberg, the Eyes and Guard Inn should be implemented on LotRO's test server today during the patch. The game's Community Manager said in the post, "We have news! Assuming the new build passes QA, we'll be updating Bullroarer tomorrow, and will be opening the Eyes & Guard Tavern as well. So, while not 100% guaranteed that we won't run into a delay, that's the current plan."
For those not familiar with the importance of the Eyes and Guard Inn, be sure to check out this guide created by us for the previous test server, Roheryn. The guide still applies on the new Bullroarer server, as it's basically a way to get a newly-created character to max level for testing purposes. Plus, if you'd like more information on the test server and when/if your server and your characters may be copied over, check out this FAQ.
[UPDATE] Patience gives a bit of an addendum to the test server guide with how to get from level 50 to 60.

What exactly happened to the old Test Server, Roheryn? All I see is talk of Bullroarer now.

Roheryn is gone. They shut it down entirely as it was kind of just a waste of resources. People only used it just prior to a book release and then it stagnated over and over again.
Bullroarer is similar, except it only opens for bigger patches (such as Book 7). They cloned Elendilmir for it, but anyone can make a character on it if you download the test client.
Rorheryn was far more of a preview server in that what was on there always wound up going live. They actually patched Bullroarer this morning with more fixes to test out, which is a nice change.

I don't get it. Why didn't they just expand Roheryn's functionality? Instead they shut it down and start from scratch with a new server that's basically Roheryn+bigger patches? Seems redundant, like they could've just expanded Roheryn to accomplish the same thing. Is there a Massively post on when Bullroarer's launch so I can stop wasting the comments on this topic?
