Incentives to actually test on test servers are sadly needed pretty bad. most people treat test servers as the place to find an ultimate build or get that two hour jump on the latest techniques for the current FotM class...so they decided to give people a reason to actually test on their test server...which will result in a more polished, complete and balanced class as opposed to fixing it all in the next couple of patches because it didn't get enough testing.
Of course, if that was the case, you'd be complaining about that instead.
