Try going to your local police station and saying that someone shared an account on you internet spaceship forum.

You'll not only learn that it isn't illegal but also learn that nobody cares.

Letting someone else use your forum account is not a criminal issue in the US or anywhere else in the world. You could have a civil suit if the person who registered the account agreed to not to share and there is a signed/notarized contract but that is highly unlikely

Actually, it is illegal, but the police are the wrong people to contact. It's contract law that's being violated (the Acceptable Use Policy and Terms of Service agreements), not criminal law.
