In PvP and at the highest and most competitive form of it - GvG, and then the 10+ ranked guilds you got the pretty much smartest and most skilled persons in the game. These people have been able to come up with different uses of skill buffs that I believe Izzy was not able to predict at all. Not only do you need to consider all of the different ways it could be abused, but also that unless the game is close to perfectly balanced PvP-wise it will become boring.
When some skill combinations are much much more effective than other ones, the better ones will become meta. If you go observe any HoH game you'll see that rspike is the most commonly used team and the one that also is the best for holding halls.
The job Izzy got is truly not an easy one considering how quickly a skill change that may seem harmless can be turned into a completely overpowered skill when matched together into a team with. However as far as I'm aware Izzy doesn't play GW, and thus he does worse balancing than even I can manage - and I'm not a very good balancer. I do hope that he will play GW2 since the balancing will become so much better then.
