Maybe other stuff, but I think these are good ideas to boost RvR zone play over scenarios.

In order to boost open RvR, Mythic should make the decision to merge low populated servers or allow character transfers between servers, instead of leading new players to servers, which population will simply not grow fast enough - if ever.
I'm playing now for 30 days on a low-med populated servers (Karak Vlag). There are simply not enough players around, neither for scenarios nor for ORvR! When a scenario pops up, you can be sure that players leave a Keep siege to enter the scenario. And instead of leading new players to this already empty server, Mythic puts them on servers which are even lower populated. So Karak Vlag's population stays the same and new players run into the same situation as I did: Leveling for two weeks and then finding out that T3 is deserted. That does not really motivate me to start all over again on another, more populated server.
The main problem is that there are too many under-populated servers at the moment. This kills the RvR experience for many many players out there!
A look at the in-game server list tells everyone very clearly that the population problem is becoming more and more severe. Two weeks ago we saw many "high" to "full" servers and a lot of queuing. This has changed over the last 7 days!
I really like the potential of WAR but the RvR experience is a rare good for many players at the moment, because it is just not happening often enough.

Though I don't think there are enough people in the 30-40 bracket yet, mainly 20-30. Your points are warranted.
Remove scenarios in Tier 4 completely, have open RvR as the only method of getting renown, as well as city sieges.
