This is a funny little jab at City of Heroes. It's an exact description of the mob spawns in Kings Row.
Demon crack dealers = Hellions
Robots = Clockwork
Evil Cultists = Circle of Thorns (yes they are literally on rooftops summoning things from cauldrons)
