My theories are based completely on nothing. Hehe, sometimes stuff just pops into my head. So, I'm probably wrong about the taxing thing.
Instead of a phone operator it could also be thought of as a sort of "Customs" for assets traveling across worlds, to be certain the items are safely and securely moved without compromising creators' or owner's rights or permissions.
I do notice that a trend of new "Inventory Backup" devices and programs becoming available and more widely used by residents. At least one I have seen can not only backup items from your SL inventory but also allow you to upload them into an OpenSim grid from your hard drive. (Of course only for items you are creator for for legal reasons and not all types of assets are capable of being backed up as of yet.)
The concept of moving things from one world to another will have to become a reality, it's just gotta. I cannot imagine this whole interconnected virtual world concept really taking off if we can't take our stuff from one place to another.
More importantly, I would hate to have to open up stores in every single grid just so my goods can exist in each... I have a hard enough time managing my few stores in one grid. ;-)
My theory that IBM and the Lab may tax items moving to/from the SL World is just based on the idea that if we all can host our own sim or start our own grid they have to come up with some new ways to make money, (besides land and Linden dollar trades.) And the concept that IBM is cooking up a "universal avatar" that would work across worlds shows me they have some shared interest in helping us all become Gridnauts.
I think over time the residents of SL will demand that we be allowed to take our stuff elsewhere as new and interesting grids start to appear. And I bet someone will be there to charge us if and when we can.
