I believe the "ding" came from (original) Everquest (1999). It was just a single, simple chime that only the person that levelled up heard with no visual display.

While it is hardly as momentous as a level up or an achievement type sound, while playing EQ2 I was a heavy quest addict, and if ever I was killing a mob that didn't provide the simple chime suggesting I was working towards a quest, I felt inadequate. I always had to be killing mobs that provided that ding in order for my time to be worthwhile.

Alternatively, the worst sound in any MMO I can think of is the "Level Down" sound from Final Fantasy XI. It was so depressing to lose your level upon dying, and seeing certain pieces of gear become unequipped. Although it was always nice to hear that sound when another group was wiping to an HNM you were both in competition for.

Perhaps I'm greedy. Leveling dings are all very well, and some of them are quite cool (eg. the evolving effects of CoX's leveling dings over increasing level ranges) but they are temporary buzzes at best.

I like the reward effects which can be kept. Which makes them rewards that give effects, I guess.

There's the "ooh, I now get a spiffy mount" level. That's my pick for favorite. Set higher than the plebeians walking along the ground, riding some cool monster or other, and doing it faster than 'em too.

There's the rewards which make your character look cooler. They come in a close second. Auras from CoX. Your characters -glows- whatever color you want 'em. Capes and cloaks. WAR trophies.

And there's the rewards that let you have some kind of funky ability, even if on a long cooldown or it's just a cosmetic thing or it's temporary. Turning into a freakshow or a nictus in CoX. Special exclusive emotes. WAR pocket items apparently can be clicked on to get some effect. I wouldn't know, haven't got any yet. But I've been having fun throwing custard pies since I leapt onto the Destruction zerg bandwagon. :)
