If we assume SL is a place to interact with others empty sims are totally useless. Everybody wants to go where there is some conversation. So sims with some people attract more people and soon reach the 40 avatars limit. This a paradoxical: a user struggles hard to attract some people in her empty sim and as soon she somehow succeed the system starts to repel newcomers.
