It's a double-edged sword. If they cut the features then beta "testers" and fans will complain because it's not what they expected. On the other hand, if they leave them in and they are truly -- as Jacobs said -- unsuitable for launch, then the same people would likely complain that the game was rushed to release. Features get cut. It happens. I doubt that it was an easy decision for the developers to make.
