All I have to say in response to Emmert's "bible" defense, is that if it was a storytelling maneuver to change the 5th Column to the Council, in the manner that they did, he's a crummy storyteller.

It was jarring and abrupt for all the players, and there wasn't some grand story arch that let the players explore the transition. Empirically, it really did just look like they swapped out the Nazi stuff. Nobody I knew was "entertained" by it, only annoyed.

I smell the stench of politics on it, to this day.
